Maher is a junior engineer working in the procurement department of a construction firm. He was
asked several times by a senior engineer, Tarek, to take price offers from a supplier who is not
qualified for the work and not to emphasize on the technical deviations from specifications.
Nevertheless, the senior engineer was insisting to sign a contract with him especially that the
management does not get involved in the details of the job requirements. In fact, Tarek will receive
a commission in case that supplier signs the offer. Maher did as he was told to; after all he did not
want to lose his job and everyone behaves this same way in Lebanon; right?
