What does the shorter length in term for the House provide its constituents?
The small size and relative homogeneity of their constituencies and the frequency with which they must seek re-election makes House members more attuned to the legislative needs of local interest groups.
They are more attuned to the needs of their constituents because they have less time than the Senate to convince them. This forces the House to frame their plans more around the needs of the people rather than their own agenda.
They are interested in doing what their constituents want right now.
