There are regulations that limit freedom of speech in order to safeguard people. All of those things are illegal under the law.

It is critical to strike a balance between the two because if the majority wields too much power over the minority, we get tyranny of the majority, which means minorities have no authority and can be abused or harassed. A country is not a democracy if a minority wields too much power at the expense of the majority.

Ultimately, it is justified. Civil disobedience was common during the civil rights era of the 1960s, when it led to many triumphs for the rights of harassed African-Americans. However, because they were all imprisoned as a result of their civil disobedience, it demonstrates that they accepted responsibility for their acts, which in turn spurred people to support them.

Legislation, such as the first amendment, can help to strike the right balance. A secular state must exist because it is a state for all citizens, not just certain groups. All religious beliefs are valid and protected under a secular state, and people can believe whatever they wish without fear of repercussions. Beliefs and church attendance are private matters unrelated to state governance, hence they must be kept apart to safeguard everyone.
