One way of doing this would be to make use of the x- and y-intercepts.
Let x=0; then y =1, so (0,1) is a point on the line.  Let y=0; then x= -4.  (-4,0) is a point on the line.  Plot these 2 pts and draw a str. line thru them.

Another way would be to solve x-4y=-4 for y and then to plot the result:

-4y = -x - 4; dividing both sides by -4 results in y = (1/4)x + 1.

Plot the y-intercept (0,1).  Next, starting with your pencil point on (0,1), move the pencil 4 spaces to the right and 1 space up.  That creates a slope of (1/4).  Put a black dot there.  Then draw a str. line thru (0,1) and (4,1).
