Concentrations on both sides of the membrane naturally flow from high to low concentration until equilibrium is reached.

However, if the solute is not permeable, that means it cannot move through the membrane on its own. Instead, it requires that water moves across the membrane in order to have the same concentration on both sides. This movement of water is called osmosis, and can result in a cell having too much or too little water depending on the concentration outside the cell.
