The action a government takes is not dependent on economic factors if the influence is to be traced to culture and society. No dollars means no services.

This results in an increase in the number of people living in the community. That has nothing to do with cultural influences.

The employment of a lobbyist may affect the economy of the city if that lobbyist is successful, but it has nothing to do with culture or society.

D is the answer
When the dominant religion forces anyone to do what they do not want to do, then society and culture (both) are influencing how this woman will behave. Religious freedom is a right carefully guarded by the constitution. Any group putting pressure on an individual to change their behavior is an example of culture and society trying to impose it's will on the American Way.
