If you apply a force of 1.0 n to a cart of mass 1.0 kg with negligible friction, what do you expect the acceleration to be?

I expect the acceleration to be 1 m/s² .

I didn't take time to puzzle over my response too much.  You said that the net force on the wagon is 1 Newton, and I remember that I learned (in 1958 I think) that 1 Newton is the force that accelerates 1 kg of mass at 1 m/s². So there ya go.
