It was "B. John Locke" who was the Enlightenment philosopher who introduced the idea that people enter a social contract with the purpose of maintaining order in society, since this was a major inspiration for the Founding Fathers of the United States.
It was Hobbes who initiated the entire social contract concept. Locke furthered it, but Hobbes was first.
