Yes, because Snape always took away points from his house (Gryffindor), he insulted Harry, he gave him bad grades, and a few more. However, Snape wasn't so BAD, either. He protected Harry for years and sacrificed himself in the end; he mistreated Harry because he loathed his father, but he also loved Harry because he loved his mother.

Why he was treated fairly

Harry potter was treated fairly by Professor Snape because he protected Harry till the end and protected him for years and even sacrificed himself just because he loved his (Harry) mother.

Why he was not treated fairly

Professor Snape treated Harry unjustly because he has a long standing hatred for Harry's father and so extended it to Harry by giving him bad grades in class and took away points from him and also insulted him.

In conclusion, Professor treated Harry both fairly and unfairly.
