Its C. cause it is not instructing you to do anything or entertaining so you would have a 50/50 chance to get it right .

Based on the option, I would go with the answrer as C. This sentence above does not really create any humor,  or saying that the dogs are the smartest animals alive and all, but I think it would be more questionable. I think it would be C because C relates to the passage on how it would be a questioned sentence. Like, "why do dogs bark". Therefore C would be your answer.
