The stay at the scene law was created to strengthen the previous law for fleeing the scene of a crash by increasing the minimum mandatory prison sentence and license revocation.
By developing a law that governs staying at the scene of a crash, there is an increase in those who stay at the scene so that everyone can collect appropriate evidence. There are still some people who chose to leave and in turn get in even more trouble than they would have otherwise. Leaving the scene is not only illegal, but it's not morally right whether it was your fault or not.
