Both man and women could become victims because both of them may want to be in control or power which could cause political violence And both of them could become victims because men may not perform the right judgment on the women which may be a bad thing to women
There is multiple reason both gender become victioms of gender based violence. Because both gender attend violence to the other gender. Take example of toxic masculinty and agressive feminest. Feminest like the ones who scream and yell and make other female look bad the ones who belive in equality and men who want nothing more than to grind under the foot. We need to look it as a base of people actions.
