How do I become a better test taker when it comes to comprehension tests?

I really have trouble on these tests. I still have to maintain having time which makes me not available to taking a lot of notes while reading the text. I just got a 50/90 on my final which made me really want to change the way I do on these tests. As I keep getting closer to taking the ACT test, I really need help on this type of tests, as colleges will look at these exams. Attached is a note my teacher gave me.

Scan the Entire Test. Before you spend too much time on one passage, make sure you look over the entire test.

Focus on the Questions

Use the Passage

Work with the Answers
