C. They perceived the government as corrupt
Progressive Reformers sought to introduce a number of reforms that would address what they considered to be extensive corruption in government. Reforms such as the referendum, initiative, and the direct election of senators through the 17th Amendment to the Constitution sought to give American citizens greater influence and involvement in the government.
