The best answer, for me, is that the Dutch artists used different techniques. Low countries have witnessed a different development in terms of their culture and the Baroque movement did not influence these places that much.

France, Spain, and Italy were Catholic countries, and because of that they had a different baroque movement - that focused on the Church -. Dutch Baroque movement was different, being a Protestant country, Dutch artists focused more on home, family, business, social organizations and the community, you can see this clearly on the works of Rembrandt.
