The total percentage at the end can not be 200%, it must be 100%.
So both the yes and the no for both cities should add up to 100%.
If you add 15% to 75%, the answer would be 90%.
But since 100% is half of 200%, you have to divide 90% by 2 as well.
This means it should be 45%.

The correct answer is B.
