At the end of the Spanish-American War in 1898, there were two ideological groups that had opposite ideas regarding the territories that the Spanish lost after the conflict:

On the one hand, an expansionist sector believed that the Philippines, Cuba, Guam and Puerto Rico should pass into the hands of the United States, in a complete and integral way, without the possibility of independence from them. Thus, this position was a continuation of the doctrine of Manifest Destiny, which had advocated American expansion westward.
On the other hand, another sector believed that America should not incorporate these territories, but allow them to decide their own destinies. Thus, this group considered that the war was part of the liberal project of the United States, which had collaborated with these territories in achieving their freedom from Spain.
