The bicameral legislative system has been formed so that the two most powerful political parties are able to dominate one of them. This basically means that all the laws have to pass through both of the houses, thus they have to be voted by both of the opposing parties in the two houses. In this way, the people are assured that there will be no political party that has absolute power, bu instead it will be controlled by the opposition, so a tyranny can not be formed.
