Because of the French Monarchy spending most, if not all their money on wars, the king raised the insane price of taxes even more on the Third Estate. Since the Third Estate wasn't represented in French government they could not explain their issues until they banded together and wrote the Cashier de Doleances or the List of Grievances. It was a list asking for basic rights and those basic rights to be protected by the government.
