: According to researchers the definition of terrorist can’t be same for every individual as because one man’s terrorist can be a freedom fighter for another one. So it is very important that the definition of terrorism must be dependent on the international laws which is acceptable globally. This gives an idea of kinds of activities and attacks that are permitted between two nations. The rule also sets the limits for the nations even at time of the war and bind them to do not disobey and cause terrorism.

These rules and principles are also applicable when there is a fight between Non governmental and governmental organization, but this time these are extended so that none of them can cause terrorist for the another one. Also none of them can target the civilians, so the one who targets civilians with the intention of killing is a terrorist.
