Concrete judgment can be said to be decision made due to them being appealing to the senses or as a result of a physiological response.

As can be deduced from the question, Samara is grappling due to the fact that the overpayment is appealing to her. Obviously here the best decision is to inform her boss but due to the appealability of the overpayment, she's grappling.
