American civilians were generally sympathetic towards the war victims and German POW. However, once they came to know about the horrible treatment meted out to American POW on German fronts, their sympathy changed to anger.

While American POW was harshly treated, Germans POW had the luxury of serene living in the POW camps in the US. This was evident from the decision of many POW to remain in the US even after the repatriation period. American resented to the extremely friendly treatment meted out to the German POW. American govt fed them sumptuously, housed them, provided them with the job. To keep down public disapproval, govt on its part kept the program a secret.
