The central idea of this passage is that immigrants experienced immigration as a particularly difficult and complex procedure.

What is immigrants?

Immigrant, refer to the person came from another country to settle down permanently as the resident of the new country. People immigrate into different countries due to many reasons such as war, natural calamity, in search of job etc.  

There are many other problems, too, faced by the immigrants before getting the approval of the immigration. They have to undergo with the various inspection processes.

Direct interviews with officials are a part of the procedure, during which the applicant's identity and qualifications are established.

Then, a medical examination was performed to see how they were doing. Background checks were conducted as well, and immigrants with a history of incarceration were not allowed to remain in the country. Only after lengthy interrogations of the immigrants was entry into America given.
