The outermost layer of the eye is the Sclera which is covering ( protective layer ) of the eyeball excluding the Cornea area. while the cornea helps with the focus of the light rays entering the eye on the retina of the eye. therefore we can say that the outer most layer of the eye is composed of the sclera and the cornea.
