An instruction manual for troubleshooting would list possible issues with something and ways to resolve them, as well as what to do if everything fails. A booklet for improving skills might not include this, but rather positive examples of things that other people do to improve themselves. They also don't presume that you failed to do something, but rather that you're already good but that you can improve.
