water which is a polar molecule evaporate slower than oil because water molecules are joined together by a strong intermolecular force which is hydrogen bond and so, few molecules of water will attain sufficient kinetic energy to evaporate. Oil, on the other hand, has it's molecules joined together by weak forces of attraction, Van Der Waal's force of attraction ( london dispersion force) and so, the molecules are easily separated from each other and attain sufficient kinetic energy for evaporation to take place.
