Homeschool was legalized because many people believed that children were not being educated correctly by the schools, and that the schools were creating a cruel learning environment designed to make the children “compliant employees”. Homeschooling was never really illegal, but some states thought these children would not be given the proper education as they would if they were in a real school. I hope this helps!
