This comment applies to the US but might apply in other places.
Local government typically handles local services and issues. Police, fire, water, sewage, parks, schools, road building and maintenance, zoning, building licenses, library are all examples.
If there was no local government, who provides those services, if anyone? That’s the heart of “obstacles” presented.
