Yes because someone could hack you accounts and destroy your life doing so. But there are ways to avoid that like a vpn or a strong passwords
No, I do not believe that it should be used, or should be legal, to use technology as a resource to commit acts of violence against another person. Of course, the severity of punishment should be different for different actions; for example, simply downloading an unallowed client for a competitive game should be less severe, as their act is simply frustrating a person in a game. But, if someone were to bet money on a competitive game, and a player had used an unallowed client to gain an unfair advantage against the enemy, or if someone had DDOS'ed the competitive game's servers/player's routers to get more money on bets, then I believe that it should be punished greater than others.
