You first want to convert the percent to a decimal. You can’t mathematically use a percentage in calculations. And if you really want you can divide the percent by 100 and get a fraction. It turns into 1/4.
You gotta take 1/4 of the price of the shirt and then subtract that answer from the original price. The discount itself isn’t the real price of the shirt. Multiplying by 1/4 is the same thing as dividing by 4. Do $38.99/4 to get $9.75 discount.
Then $38.99 - $9.75 = $29.24 as the real price of the shirt
