Till the last minute of the discussion, the rules can be changed subject to the presence of relevant points. The Speaker of the House and subsequently the Vice President sign the enrolled bill.
Finally, it is sent to the President for his approval. The President has ten days to sign or veto the law that has been enrolled. The bill becomes law if the President signs it. Even if the President vetoes the bill, it can still pass if two-thirds of the Senate and two-thirds of the House vote in favor of it.
