1. The purpose of a filibuster is to prevent a measure from being brought to a vote by means of obstruction.
2. The Senate can end a filibuster with a two-thirds majority vote, otherwise known as a cloture.

1. Committees are important because they generally determine what legislation is considered by the Senate or the House Of Representatives.
2. The bulk of work in Congress is done in committee. Chairs decide when to meet, which bills to take up, whether they will hold public hearings, and what witnesses the committee should call. The Chairman is the higher influencer.. meaning that they set up the meetings, organize plans and renewing and evaluating other members.
