I don't know what story you're doing specifically, but I can make some guesses and give you some pointers.

1. Look at who the writer is, and the context (s)he, was writing in. Often their personal voice, or lack thereof, is a direct response to societal pressure and expectations.

2. Think about what voice was expected of them -- how does it differ? Why would they use it?

3. Just read the story over and see what voice you hear - is it angry? Foreboding? Naive?
