Monarchies tended to focus on ideals set forth on the monarch not the subjects. So even the nobles had some influence in the King or Queens decisions but it was never promised they had a say in the government. Monarchs did have advisors for financing and military but that does not mean they had to listen to them.
Example:
France had absolute monarch before the French revolution which he increased the debt of the French Kingdom which made him greatly unpopular. The French people had no choice but to rebel against King Louis XVI because his subjects had no say in government.
