So for that reason, United States is constantly engaged in military actions which cost them a lot on the economy. Congress “authorizing the President to use force” means to use the force for defending its own interests while declaring war is a full fledged war against country or community. President bears more responsibility in each case because he is the head of the country. Declaring war needs more resources and money for the war and soldiers which greatly effect the economy of the country while using force for a particular mission does not need more resources and money so using force is better than declaring war.

Countries do go to war. There has been not been declared war since World War II, because only the congress by the power of the constitution give the right to declare war and they have not seen any tangible reasons to go to war.

  • Many countries seek for easy way out from war because war often affect the people and country at large. Settlement and conflict resolution meetings are held to stop any breakout of war.

The president have to go through Congress before he can declare war. The constitution  provides that the president can only send the U.S. Armed Forces into any kind of action abroad only by the act of declaration of war by Congress.
