The group which believed that the new Constitution did not give enough power to the states is: Anti-Federalist
The federalist believe that the central government should have total supremacy over the states while the anti-federalist believe that the states should be given their own autonomy to regulate their own territories.
Anti-federalist view the new constitution would give the central government with too much power and would threaten individual liberties of american citizens.
