When a member of Congress votes as a delegate, that congress : represents the opinions of the voters of the state

This function only run in indirect democracy system of government, (which is what adopted in united states). In this system, the voters cannot directly vote for the legislation, but the voters can elect the representatives that have the same view/principles as them.

This mean that whenever that representative made the decision in the government, that decision represent the opinion of the voters.
