C is the correct answer. Brown vs Board of Education ruled segregation in schools to be unconstitutional, and so the fact that the schools for Black students were underperforming and thus deny children the chance to succeed is highlighted here.

In Brown v. Board of Education,

Supreme Court provided its remarks as this was C. to highlight the significance of equal access to education.

Brown v. Board of Education

This is the basic right of a human to get education, which was denied by a local school to African Americans. Their children were refused for admission in the school because of their dark skin colour, this caused a great distress for the parents and therefore they filed a case against the Board of Education to seek justice.

As a result the case was closed by providing equal rights for the dark skinned people too and children were free to study in the school they like and their was no restriction on them.
