I go with D because I just learned about them. The king wanted everything but the people didn't want that way. If their cry was important the government was there to help. So the people have the rights to be free from number the kings.

The answer to part A is C: "Governments that abuse people’s rights should be transformed or removed", so the quotation from the Declaration of Independence that best supports that answer is B:  “. . . That whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter or to abolish it, and to institute new Government . . .”, since this quotation explains the right of people to abolish a government in case it becomes harmful for them.
