I think it would be (and in any scenario if Ohio did have any blizzard) Climate because is a long-term average of weather patterns usually measured over 30 years or so. But on the other hand weather is the state of the atmosphere at a place or time as regards to heat, dryness, sunshine, wind, rain, Etc (I really hope this helped out but if I am wrong I’m sorry )
