Conduction is the movement of heat along a gradient within a solid. So the inner part of the teacup against the hot liquid will transfer that heat to the cooler outer part of the teacup (where it will be lost via thermal radiation). When you pick up a cup of hot tea, heat will flow from the cup of hot tea towards your hand.

Heat is a form of energy. Heat flows from a hotter body to a cooler body. This is because, the direction of the flow of thermal energy must always be from the hotter body towards the cooler body.

Hence, when you pick up a cup of hot tea, heat will flow from the cup of hot cup towards your hand. That is why you feel hot when you pick up a cup of hot tea.
