Financing of national drought management in Kenya
Financing drought management is a widely recognized and shared challenge for countries across the Horn of Africa region and the international community (Caravani et al., 2017). A major reason for the lack of preparedness observed during the 2008–11 drought was recognized to have concerned over-reliance on project-based development partner funding. Although developed nations have set a goal of mobilizing US$100 billion per year by 2020 to support climate change mitigation and adaptation activities in developing countries according to the Paris Agreement, this should not encourage continued reliance on relief aid projects alone.
