it's not too difficult!! your absolute value expression is already isolated, so now you have to set it up like this:

5v + 3 > -9
and
5v + 3 < 9 (opposite of original, flip inequality symbol)

this is because absolute value only tells you how many units away a number/expression is from 0 on a number line. it could go to the left, or the right--negative, or positive. so you have to allow for both equations

from there, just solve them like normal inequalities

5v + 3 > -9 ... subtract 3
5v > -12 ... divide by 5
v > - 12/5

5v + 3 < 9 ... subtract 3
5v < 6 ... divide by 5
v < 6/5

so, v must be greater than -12/5, and less than 6/5
