Governor Houston was, according to Historians, an ardent supporter of Annexation. Becuase he believed in the Union, and had famously quoted that "no one can conquer US because if she does not whip you with gun, she will starve you to death".
He never wanted Texas to take part in Civil War, he predicted that Southern Secessionists were leading the South to the path of total destruction.
