By definition, a militia is a group of civilian (non-government) forces that exist to supplement actual military forces. ... But, for the purpose of answering your inquiry, a militia is a group of armed civilians that operates like an army but is not a professional fighting force. Militia are mostly present in countries which are under developed or countries that are in need of soldiers. An example of this can be both of the world wars where most civilians were recruited to a militia and they had little to no experience but they were taught basic things.

Hope this helps and have a nice day.
