Let's look at the 1st paragraph before we see the 2nd. Boiled down, the thesis is "Through a series of *programs*, he stimulated the economy, got people back to *work*, and protected the American people through the Great Depression."

The question wants to know about the 2nd paragraph. Basically, that paragraph is focused on the WPA: why it was created, & what is accomplished.

While 1) might be servicable if there was no better option, I believe 4) looks at *all* of the 2nd paragraph as a specific example & uses it to circle back to support the thesis, instead of  just containting a vauge "statment of the thesis" in its conclusion.

I also believe that 4) better fits what body paragraphs usually do. The word "conclusion" is typically reserved for the very end of a passage; we've just started. If you've seen the instructions to creating essays like this, support & examples are going to be used to uphold the thesis. Only then is a conclusion used after everything is said & done.

I don't have any way to 100% confirm if 4) is right or not, so... I guess you'll have to take my word for it like the other guy :P
