EXPLAIN : Federalism is one system that allows for increased citizens' participation. The reason for this is that when power gets shared in levels, the citizens can influence policies, people who govern them and the likes. Also, federalism makes the management of conflicts quite easier.
In their attempt to balance order with liberty, the Founders identified several reasons for creating a federalist government: to avoid tyranny. to allow more participation in politics. to use the states as "laboratories" for new ideas and programs.
