The first Five Year Plan was initiated by Stalin because he believed that the Soviet Union was too far behind the west and had to catch up. At the end of the plan, industrial, capital and consumer output had increased considerably and set the Soviet Union on the path to becoming and industrial superpower.

Sadly that came at a huge agricultural cost as the farming policies implemented led to such widespread famine that over 5 million people lost their lives.
