The "is" means "equals"
So we write [tex]72 = 8 \times 9[/tex] which is the same as [tex]72 = 9 \times 8[/tex] since order of multiplication doesn't matter. We could also flip both sides of the equation to get something like [tex]8 \times 9 = 72[/tex], and still mean the same thing.
