The US had more and more immigrants coming in from Mexico, and in order to contrbute to the war effort, and not become overpopulated they focused on specific groups immigrating from Mexico, Guatamala, and Honduras. and outlying islands.

(I am not sure if this is correct as I am not framiliar with this area of history, but I hope that this helps never the less.
